Why not make all unchosen numbers a wild card? If that number comes up, you take everyone who's picked a spot, put their names in a hat, and draw a winner.

Due to unforeseen circumstances we have declined the Pass. I have instructed John to re-offer it to another lucky couple. I wish we could have attended, it would have been great to meet you guys. I hope whoever will enjoy this "sexual health" vacation, as we have learned to call this and other activities to our vanilla friends.  Mrs. W. P.S. Mr. W said to send back lots of pics and videos.
